Server Error. What is this?

Went to the site. This was an old computer. I was inform the computer had been running for 15 plus years. So I started working on the computer. No video was showing on the monitor. So I check the cables and it was secure. I rebooted no video still. I tried another known working monitor. Still no video. I did not have a video card. So I took it home. Look in my spare parts bin. I had no PCI video cards. So I had to go out to get one. Plug it in and no go. Remove all cards, still not post. Remove memory and install one memory at a time. Still no post.
I recalled when opening the system the CPU fan was not turning. I did not smell any odor but I suspect that the CPU overheated. I have seen this problem before and replacing the cpu fix the problem. However this computer was so old that the customer did not want to spend the money to replace the CPU.
